Introduction

MONUSCO Child Protection Section is mandated by UN Security Council Resolution 1612 (2005) as well as other Resolutions relating to children and armed conflict to monitor grave violations perpetrated against children in the context of armed conflict. A strong focus is laid upon the prevention of recruitment of children as well as immediate and unconditional release of children associated with the Armed Forces and Groups and their re-integration back to civilian life. The fight against impunity for perpetrators of grave violations against children is also a central element of MONUSCO Child Protection mandate.

Organizational setting and reporting relationship:

The NPO will be responsible for the implementation of MONUSCO Child Protection work plan in Goma, Kananga, Tshikapa or Lubumbashi by supporting the monitoring and reporting mechanism for grave violations against children.
The NPO will be based in Goma, Kananga, Tshikapa or Lubumbashi Offices with intensive field visits for monitoring and reporting purposes.
The NPO will work under the supervision of a Team-leader

Roles and responsibilities

Best interest of the child: Ensure that the best interest, rights, protection and well-being of all children is given priority both by MONUSCO, Government counterparts, partners and other relevant actors within the area of deployment.
Monitoring of grave violations –Carry out extensive field visits to gather and report on grave violations perpetrated against children in a timely and accurate manner. Ensure impartiality, neutrality, confidentiality and security of information collected as well as protection of such information and its sources.
Reporting –Draft concise, accurate and timely reports: Daily Reports, Activity Reports, Weekly Incident Reviews, Monthly Reports, flash reports, Incident Reports and other reports as may be required
Justice for children – Participate in the judicial follow up of due process for children for children in conflict with the law (perpetrators, victims, witnesses) as per the DRC Law on Protection of Children as well as International Juvenile Justice Standards; Participate in the judicial follow-up of perpetrators of grave violations against children
Capacity building for local counterparts – Carry out awareness raising, capacity building, training and sensitisation of various target groups, including counterparts within GoDRC as well as other relevant Child Protection actors and partners
Case referral – Ensure timely referral of children’s cases to appropriate UN Agencies, NGOs, Government institutions and other relevant actors and partners for appropriate interventions
Mainstreaming – Enhance internal co-operation with other MONUSCO Substantive Sections, UN Police and MONUSCO Military in the implementation of MONUSCO Child Protection mandate
Co-ordination and collaboration – External formation and enhancement of positive collaborations and partnerships with other Child Protection actors as well as participation in relevant Working Groups and Cluster forums

   Competencies:

Professionalism expertise: Knowledge of MONUSCO Child Protection Mandate; Knowledge of a wide range of Child Protection issues as relates to children in armed conflict situations as per various UN Security Council Mandates; Ability to learn more on Child protection given various dynamics in the field; Ability to make concise determinations of children’s best interests; Ability to gather, manage and report children’s information effectively; Ability to work under pressure in remote locations and harsh conditions. Shows pride in work and in achievements; Demonstrates professional competence and mastery of subject matter; Is conscientious and efficient in meeting commitments, observing deadlines and achieving results; Is motivated by professional rather than personal concerns; Shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of work.

Communication:  Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed. Ability to communicate honestly and respectfully with colleagues as well as with local communities and Counterparts; Knowledge of duty station main local language is required and the knowledge of other local languages added advantage.

Qualifications

Education and Experience:  A first level university degree (Bachelors or equivalent) with a minimum of 2 (two) years of work experience in Law, Child Rights and Development, Anthropology, Social Sciences, Humanitarian/Human Rights and experience of working with children either with Government, UN, recognized NGOs, Community-based Organizations or Human Rights Lobby Groups.

 Advanced university degree (Master’s Degree or equivalent) in Law, Child Rights and Development, Anthropology, Social Sciences, Humanitarian/Human Rights and experience of working with children either with Government, UN, recognized NGOs, Community-based Organizations or Human Rights Lobby Groups will be accepted with no years of experience.

Language:  Fluency in spoken, written and understanding in French & English; Knowledge of the duty station main local language is required and the knowledge of other local languages added advantage.
