Organizational Setting and Reporting: This position is located in the United Nations Organizations Stabilization Mission in the Democratic Republic of Congo at Kinshasa. The Aviation Safety Officer will report to Mission Aviation Safety Officer.
Responsibilities: Within delegated authority, the Aviation Safety Officer will be responsible for the following duties:
Implement the Mission’s Aviation Safety Programme.
Recommend and implement measures to reduce the level of risk associated with the Mission’s air operations, which include but are not limited to:
Identify aviation safety hazards,
Promote safety awareness in the mission,
Provide support on all Aviation Risk Management issues,
Conduct Quarterly Risk Assessments for air fields and prepare reports
Conduct Aviation Emergence Response Plan drills and Table Top exercises,
Participate in and provide input for aviation safety council meetings,
Monitor the implementation of Aviation Safety related policies,
Investigate Occurrence and Hazard reports,
Carry out safety inspections, assessments and surveys,
Conduct aircraft inspections, carrier assessments and performance evaluations,
Identify safety trends,
Maintain Aviation Safety Occurrence database.
Conduct site-inspections, compile aviation statistics, maintain and process all occurrence reports.
Provide safety briefings and trainings.
Interact with Host Government agencies and aviation authorities, when tasked to do so.
Perform other related duties as required.

Qualifications:
Education: Advanced university degree (Master's degree or equivalent) in Air Transportation, Safety Management, Aerospace/Aeronautical Engineering or Air Traffic Management, or graduation from equivalent military educational establishment, is required. Training as a Commercial Pilot, or a Flight Navigator, or an Aeronautical / Maintenance / Flight Engineer, or an Air Traffic Controller, or a Flight Operations Officer, or equal military qualification, is required. Training and Certification in Aviation Safety (including aircraft accident and incident investigation) is desirable. A first level university degree with a relevant combination of education, professional training, certification in aviation safety, plus two (2) additional years of work experience in air transportation related occupation, may be accepted in lieu of the advanced university degree.
Experience: A minimum of five years of progressively responsible experience in air transportation or air traffic control operations, aviation safety or aviation engineering, with at least two years at supervisory level is required. Accident investigation experience is desirable. Knowledge in the technical field of aviation safety and accident prevention and experience in the use of ICAO documentation is desirable. Experience in working in peace keeping or other field operations would be an advantage. A first level university degree with a relevant combination of education, professional training, certification in aviation safety, plus two (2) additional years of work experience in air transportation related occupation, may be accepted in lieu of the advanced university degree.
Languages: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
Assessment Method: Assessment may include a written Test, followed by an Interview.
