POSITION SUMMARY
Under the direct supervision of the Program Manager for Community Empowerment, Agriculture and Nutrition of the IMA World Health’s DFID-funded “Acces aux Soins de Santé Primaire” (ASSP) Project, the Program Officer will help the project to implement the reinforcement of elements of a culture of accountability in the National Health Service and create opportunities for local communities to play more active roles in holding the health service accountable.  The deliverables include, but are not limited to, a final draft workshop on good governance, publication of a Practical Guide to Community Empowerment / Participation for the MCZ / ECZS, a charter handbook and promotional material on community empowerment, and the deployment of a community anti-corruption hotline.
DUTIES AND RESPONSIBILITIES
The Program Officer will perform the following duties:
· Implement effective program management by facilitating initial operational research into effective community evaluation of health services and processes health zones use to gather community feedback, analyze it and make decisions leading to improved service;· Oversee the development of training and promotional materials for community empowerment initiatives (including conception, design, and printing);

· Coordinate activities for the development of a good governance charter, practical guides to community partnerships and good governance, and deployment of the community anti-corruption hotline.

· Oversee hotline operations and implement a permanent health zone quality assurance and improvement program that makes community feedback and participation an integral component;

· Coordinate the process for reinforcing CODESAs in their role of oversight and accountability;

· Oversee the deployment of selected practices (best practices) in pilot health zones;

· Work with MPH consultants to prepare charter handbook and promotional material and revise CODESA guidelines;

· Work closely with MSP staff to implement recommended practices in all ASSP health zones;

· Coordinate with MPH to develop a DVD version of principal standards and directives for the operational level of the public health service and put them in the hands of health zone and, hospital health center personnel;

· Lead the process for developing and deploying a “standards of service” pledge;

· Assist with other duties as assigned.

KNOWLEGDE AND SKILLS
· Ability to read and analyze documents in English would be a very strong advantage;· Strong oral communication and writing skills in French are essential;

· Familiarity with the structure, functions and policies of the national health service at the national and provincial levels would be a strong advantage;

· Strong diplomatic and facilitating skills, and maturity and depth of understanding that allows the candidate to collaborate comfortably with both Ministry officials and academics on sensitive governance and accountability issues are important skills;

· Ability to plan and organize workshops (including budgeting and budget control)

· Excellent working knowledge of MS Office tools (Word, Excel, and PowerPoint) for text editing, data collection, analysis and public presentations;

· Familiarity with the requirements and challenges of mobilizing community leadership in provincial settings

· a good sense of attractive design of printed materials, while not absolutely necessary, will be an asset

· Having personal contacts in the Ministry of Public Health and the Kinshasa academic community and the ability to develop new contacts will confer a strong advantage to a candidate.

MINIMUM EDUCATIONAL QUALIFICATIONS AND EXPERIENCE
· At least a bachelor’s degree in public administration, economics, communication or any relevant academic qualification in a similar field;training in project management would be an advantage.· Five to seven years of experience in program management at middle management level, good governance and community empowerment initiatives, or any related field of work.
