CONTEXT
ADRA is a global humanitarian organization that works with people in poverty and distress to create justice and positive change through empowering partnerships and responsible actions. For this position Based in Kasai, DRC; ADRA seeks passionate Data manager, engaged and experienced candidate who embodies values of connectedness, courage and compassion.
The Database manager will work for theTUDIENZELE project funded by BHA USAID, is a five-year innovative and integrated food security program which will reduce food insecurity and vulnerability among food insecure households and communities in Kasaï province, DRC. The project is implemented by a consortium that comprise Adventist Development and Relief Agency (ADRA), as the prime; and Action Contre Le Faim (ACF), Johns Hopkins Centre for Communication Program (CCP), Femmes Main Dans La Main pour le Development Intregrale FMMDI (specialized On Gender, Youth, and Social Inclusion), and ADAM Smith International (credit and capital partner) partners.
ORGANIZATIONAL POSITION
The Database Manager will be under the supervision of the MEAL Lead.
3. DUTIES AND RESPONSABILITIES
The Data Manager will be responsible for overseeing the development and use of data systems for Tudiendezele project. He will ensure effective data management, formulate data collection techniques, implement secure procedures for data handling and analysis, and establish data sharing rules. The Data Manager will create and enforce policies for effective data management, formulates techniques for quality data collection, devises and implements efficient and secure procedures for data handling and analysis, establishes data sharing rules, and supports others in the daily use of data systems. He will also be in charge of monitoring and analyzing information and data systems and ensure data security and integrity.
Other duties and responsibilities of the Database manager include:
Manage and maintain data in all production and non-production databases and replication servers
Set up access privileges to databases
Monitor database and replication servers for resource utilization
Development of processes for monitoring database systems, with a focus on performance
Identify performance improvements opportunities and perform system/application level database performance tuning
Support the organizations strategic use of data to further goals and objectives related to donor, prospect and leadership development
Manage and maintain the organization's donor database
Create and maintain database architecture whilst supporting database users
Oversee maintenance of database to ensure that content is accurate and up to date
Manage the database software and assure governance of the database
Provide management information on the content database and assure strong governance of the database at all times
Provides data base management services that may relate to data monitoring, data management and programming
4. BASIC SKILLS
Data base creation and management: Data compilation and analysis, Account and file management, Managing database software, Database planning and design, Data integrity, Communication and ability to work in a multicultural environment.
Data visualization: create graphs, charts and other visual elements to communicate patterns and trends
Reporting and Documentation: Excellent report writing skills to prepare comprehensive, accurate, and timely progress reports and periodic reports for internal and external stakeholders.
Supervision and Leadership: Ability to provide guidance, supervision, and leadership to the data management team (database assistant, database officer and data collectors).
Data Management: Proficiency in organizing and managing data, including data storage, security, and quality assurance, to facilitate easy access and analysis.
Accountability Mechanisms: Knowledge of accountability mechanisms and experience in establishing and managing complaint and feedback mechanisms to ensure transparency and accountability to beneficiaries and stakeholders.
ADDITIONAL SKILLS
Project Management: Strong project management skills, including the ability to prioritize tasks, meet deadlines, and coordinate multiple activities within the monitoring and evaluation framework.
Communication and Stakeholder Engagement: Excellent communication and interpersonal skills to effectively engage with diverse stakeholders, including beneficiaries, partners, and internal teams, and to communicate monitoring and evaluation findings and recommendations clearly and concisely.
Demonstrated experience of statistical packages and/ or data analysis software (e.g. SPSS, SAS, Epi Info, Stata etc) and advanced computer skills (word-processing, spread sheets, and databases).
QUALIFICATION AND EXPERIENCE
Bachelor's Degree in Business, Information Systems or Computer Science or similar education background
5 years of experience in Database Administration (DBA) on a Relational Database Management System (RDBMS)
Master's Degree in Business, Information Systems, or Computer Science
Has experience managing a team of 3 or more people
Maintain physical database design standards and validate that new development adheres to standards
Minimum of 3 years of working in Managerial position, including working with community-based organizations and implementing partner staff.
Computer proficiency in general office software and statistical applications (i.e., Kobo, ODK, SPSS).
LANGUAGE PROFICIENCY
Must be fluent in French, both oral and written;
Intermediate Level of English is required;
Mastering of the local language will be an asset
COMPUTER SKILLS
Detailed understanding of the full Microsoft Office Suite (Word, Excel, PowerPoint, Teams…);
Vision conference app or online tools meeting.
Knowledge of LOGALTO software will be an asset
