Responsibilities:
Under the direct supervision of the Welfare Unit, the NO-C Staff Welfare Officer will be responsible for the following duties:
Develop programs designed to improve the quality of life of staff members within the Mission area.
Increase staff awareness and information sharing about social and recreational opportunities available in the Mission through contributing to the induction training of new staff by producing a guide to the local amenities, regularly updating information posted on the intranet system, facilitating access to housing information, and developing links with local resources as appropriate.
Develop & Deliver Programs to Increase Adjustment to Mission life as well as increase cooperation between Sections, Sectors and all categories of Personnel.
Oversee the coordination activities with the Military Staff Welfare Officer, Contingent Welfare focal points and UN Police welfare focal points in regards to the social, cultural and recreational events.
Create and develop a generic menu of Welfare and Recreation programmes for locations including training programmes, exercise classes, gym activities, cultural, and social events (such as outings, film nights, welfare flights and other social events).
Travel to sites and locations within the Sector when necessary.
Oversee the data collection, daily, weekly, and monthly statistics regarding Staff Welfare activities, participation in events, and contacts with staff members.
Increase staff awareness and information about social and recreational opportunities available to them in the mission area by developing informational resources accessible to all MONUSCO staff.
Oversee the development of the Welfare library and supervise the arrangement and the loan of books, audio books, magazines, newspapers, CDs, and DVDs.
Liaise with Procurement, Contract Management Unit and other related sections in regards to the technical support related to his role for cafeteria, restaurants and PX services.
Expand the recreational and social opportunities for staff in the field offices by translating the establishment of convening representative staff welfare committees.
Develop regular recreational and social opportunities for staff (such as outings, film nights, welfare flights and other social events) and ensure the availability of a staff recreation space and gym.
Establish an information resource center and organizes a book/DVD library for staff.
Facilitate increased welfare initiatives in the field offices through offering support to local welfare committees and fostering the development of new committees.
Participate in developing the expertise, profile, and capacity of the Welfare Unit identifying funding opportunities.
Monitor factors that could lead to an unhealthy life styles.
Establish and regularly update Mission Policies on Welfare and recreation, Standard Operating Procedures (SOPs) on management of welfare funds and welfare clubs operations as well as establish SOPs for the Staff Welfare Unit roles and boundaries.
Assess welfare needs within the Mission, develop welfare surveys and provide a focal point for welfare initiatives.
Performs other duties as assigned.

Education
An advance University degree (Masters or equivalent) in Sociology, Social Sciences, Development, Public or Business Administration or related field with 5 years working experience is required. A first level university degree (Bachelors or equivalent) with 7 years related work experience of responsible, professional experience in planning and organizing social, cultural, sports or charity events would be accepted in lieu of advanced university degree.
Work Experience
A minimum of five or seven years of responsible experience in planning large scale recreational and welfare events such as cultural and arts exhibitions, large scale sports and gaming events, training, large parties and other social events, excellent customer service skills, and creativity to deliver successful programs with limited resources are required. Knowledge of the UN rules, regulations and at least two years of experience must be working in a multi-cultural setting, like UN field mission or other similar operational environment desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and French is required.
