DESCRIPTION OF DUTIES

 

Under the overall supervision of the Chief Movement Control, MONUSCO, the Movement Control Officer will perform functions relating to the success of MOVCON Kinshasa strategic roles and tasked to meet TRAFFIC & SHIPPING Kinshasa operational  requirements in accordance with MONUSCO rules and regulations.;

 Duties and Responsibilities:

Specifically the incumbent will be responsible for the following:

Drafts the technical specifications/SOW/TOR for goods and services required by Movement Control Section and ensure its completeness, accuracy and competitive qualities;
Evaluates technical part of bids/proposals/quotations received from procurement Section to ensure the compliance to the specified requirements;
Plans traffic and shipping unit actions for assigned projects including customs clearances, specifying carriers, routes of movement, transit times and service levels;
Manage and coordinate the activities in his/her unit or area of responsibility in accordance with the UN Financial Rules and Regulations, Movement Control Manual and Traffic and Shipping SOPs, and all other applicable Movement Control procedures ;
Assists staff in matters regarding movement control policies and procedures, SOPs;
Facilitates contacts with local authorities responsible for travel-related, immigration and customs issues;
Drafts and issues Task Orders to initiate commercial road/rail/air/barge movements;
Provides Multi-modal movement control support to the sector
Compiles and presents traffic and shipping data, prepare all relevant supporting documents
Management of all Traffic & Shipping Third Party Logistic contractor/s in support of all MONUSCO cargo movement in and out of DR. Congo and within the mission area
Coordinate timely delivery of services and goods within borders and mission area;
Prepare a variety of reports (e.g. Contractors performance reports), correspondence, and documents (i.e. claims reports, invoices, etc.) on traffic and shipping-related matters;
Verifies invoices for accuracy, contract compliance and submission to Admin/Budget Unit for payment processing
Provide daily supervision to the Mail & Pouch operations
Perform other duties as assigned by supervisor.

Qualifications

Education and Experience

A first level university degree (Bachelors or equivalent) with a minimum of 2 (two) years of work experience in public administration, transportation, management or other relevant area. Advanced university degree (Master’s Degree or equivalent) in business or public administration, transportation, management or other relevant area would also be accepted with no years of experience.

Languages: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written French is required. Knowledge of a second official UN language is an advantage.

Others: Experience in a UN peacekeeping mission would be an asset. Experience in Transportation and movement management of dangerous goods would be an asset.

Desirable: Demonstrate knowledge and understanding of ERP (UMOJA) systems, organizational transformation and process improvements.

Skills: Proficiency in Microsoft Suite applications.
