Background Information: PATH is an international, nonprofit organization that creates sustainable, culturally relevant solutions, enabling communities worldwide to break longstanding cycles of poor health. PATH’s mission is to improve the health of people around the world by advancing technologies, strengthening systems, and encouraging healthy behaviors. Management Sciences for Health (MSH) is a non-profit organization with a mission to close the gap between what is known about public health problems and what is done to solve them, particularly in developing and transitional countries.
With USAID support, PATH has established a TB 2015 project office in the Democratic Republic in Congo to support the National TB Programme and other key TB partners to implement and scale-up activities according to the components of the Stop TB Strategy.
In the context of the TB 2015 project, PATH and MSH are seeking 3 Provincial Liaisons to work in Kindu and Bukavu (under PATH) and Tshikapa (under MSH) where the project is providing long-term technical support to the Provincial Coordination (CPLT). The Provincial Liaison will function in close collaboration with the CPLT manager to support the CPLT in its implementation of the national TB control strategy and to ensure that project activities are completed in a timely manner and with high quality.
The Provincial Liaison will be supervised by the TB 2015 Provincial Supervisor. His/her day-to-day work will be coordinated with the CPLT manager to ensure that project-supported activities are conducted within the framework of the national program and CPLT work plans. To the extent feasible, he/she will be physically located at the CPLT offices or, alternatively, in existing offices of PATH or its partners. TB 2015 will be responsible for supporting all costs associated with the Provincial Liaison in the performance of his/her duties.
The Provincial Liaison will be responsible for the following:
- Provide technical expertise to support the CPLT to develop, implement, and evaluate its action plans within the framework of the national strategy.
- Following the agreed-upon activities (i.e.MDR-TB, TB/HIV, ACSM, TB) for which TB 2015 is responsible for supporting at the CPLT level, ensure they are carried out on time, within budget, and of high quality.
- Accompany CPLT staff on their regularly scheduled supervisory visits to understand program challenges and provide ongoing technical support to respond to those challenges.
- In collaboration with PNLT, provide technical assistance to CPLT staff in specific topic areas as determined through conversations with the CPLT and PNLT, and through data analysis to build their capacity and address program gaps (e.g., management of MDR-TB, TB/HIV coordination, monitoring and evaluation, operations research).
- Coordinate with the CPLT and other implementing partners to ensure synergy between projects, especially other USAID-funded health projects to avoid duplication.
- Document project progress and outcomes and provide data for TB 2015 project reports.
- Report project progress to the CPLT and TB 2015 Provincial Supervisor on a monthly basis.
- Ensure compliance with USAID rules and regulations and documenting use of project financial resources at the provincial level.
- Assist the CPLT in other areas as requested and agreed upon by the CPLT, PNLT, USAID, and TB 2015.
Required Skills
- Strong experience in managing provincial-level health care delivery programs, including planning, financial management and implementing activities that impact the provincial health service delivery as a whole;
- Demonstrated ability to plan and coordinate with a variety of collaborators, including national-level managers, donors, technical assistance organizations, NGOs, Community Based Organizations (CBO’s) and private practitioners;
- Demonstrated organizational and managerial skills and abilities; sound judgment and high ethical standards; flexible and able to adapt to changing priorities and deadlines;
- Excellent communication skills, both verbal and written;
- Proficiency in French required and working knowledge in English highly desirable, including speaking, understanding, writing and reading, with the ability to conduct business in both English and French.
- Strong computer skills with experience in Microsoft Office.
- Ability to travel within DRC.
Required Qualifications
- A degree in health management, public health, or related field, or equivalent experience.
- Required Experience
- Three years’ experience working with or supporting programs related to TB and HIV/AIDS in DRC.
- Experience working with USAID programs and familiarity with USAID rules and regulations preferred.
