MAIN PURPOSE
To implement and monitor a Safety Health and Environmental (SHE) Management system that is aligned to the current trends of SHE legislation and standards of the DRC, of the Liquid Group and to the standards of the International Finance Corporation (IFC), and incorporate programs for the organization to prevent SHE legal, human, contractor, and infrastructural risks liabilities in line with the various SHE legislation.
MAIN RESPONSABILITIES
Utilisez des rapports de problèmes pour proposer des conceptions de réseaux améliorées ;
Preparation of the annual SHE implementation plan and programs and sending it to the Compliance & Regulatory Head for analysis and endorsement ;
Preparing a SHE annual budget and sending to the Compliance & Regulatory Head for review and analysis ;
Preparation of the annual registrations for safety and environmental audits ;
Preparation and documentation of the objectives and targets documents ;
Supports and documents best practices regarding SHE techniques for existing equipment ;
Ensure compliance with safety legislation and best practices to prevent legal exposures and accidents through development and implementation of compliance safety plans ;
Carry out due diligence audits and inspections and checks as per schedule on safety performance to internal and external clients and regulatory bodies ;
Monitor and analyze quarterly safety risks and ergonomic assessments to assist in the implementation of preventative programs ;
Coordinate and conduct safety assessment tests for equipment during operations e.g. Occupational noise level surveys, emergency canister pressure surveys, radiation surveys etc ;
Implement disaster emergency preparedness and response planning and designing including fire drills ;
Coordinates the availability and issuance of adequate protective clothing and equipment to staff members through Line Managers, including contractors and sub-contractors ;
Defines and Implements SHE system and operational procedures ;
Evaluate and monitor the effectiveness of pre-task, periodic and continuous risk assessments ;
Advise and recommend actions to be implemented to line departmental managers ;
Coordinate and facilitate the investigation of accidents and incidents with departmental teams ;
Coordinate and facilitate the bi-annual annual servicing and maintenance of emergency response equipment and the installation of new ones ;
Consolidate and analyze tailgate reports and SHE complaints from internal and external teams ;
Promote and participate in SHE awareness programs within the organization ;
Advises and recommends SHE legislation and trends for line operations ;
Develop procedures and plans for line operations ;
Conduct and coordinate health surveys to determine the effectiveness and compliance of internal operations against stipulate standards e.g. legionella, occupational noise, swab, lighting etc. ;
Ensure infrastructural adherence to health by-laws and legislation by facilitating and coordinating external and internal health infrastructural audits ;
To conduct health assessment inspections and analyse the status against standard health requirements ;
Coordinate and facilitate occupational wellness programs aligned to the eight dimensions of occupational health and wellness ;
Coordinate the implementation of medical surveillance programs and health risk assessments whilst trending and providing statistical analysis of injury and disease occurrence ;
Ensure environmental compliance with environmental legislation and best practices to prevent environmental incidents through development and implementation of compliance environmental plans ;
Carry out due diligence environmental audits and inspections as requested on environmental performance with internal and external clients and regulatory authorities ;
Coordinate and conduct Environmental assessment tests for equipment during operations e.g. Emission level tests, Environmental noise levels, greenhouse gas emissions and their compliance levels against stipulate standards etc ;
Monitor and implement the organisational ecological and carbon footprint cycle ;
Submit Environmental Prospectus reports for all new projects ;
Submit Environmental Addendums and Environmental Management Plans for all ongoing operations ;
Facilitate and coordinate Environmental Impact Assessments for all new and ongoing projects ;
Submit Environmental Quarterly Reports to the Environmental Management Agency ;
Design, implement and monitor waste management programs and plans as stipulated by the Environmental Management Act and best practices ;
Coordinate and facilitate the investigation of environmental incidents with departmental teams ;
Designing and providing SHE training programs and policies to line departments for implementation ;
Review of SHE training matrixes and analysis of training gaps for all departments ;
Internal and External Training of personnel as per the SHE training schedule e.g. first aid, emergency preparedness, fire etc ;
Facilitating training awareness programs and tracking progress of training with line departments ;
Implementing the contractor safety and environmental management system ;
Enforcing contractor management standards and policies through contractor training programs ;
Conducting quarterly contractor systems documentation audits ;
Approval of SHE safety site files to be used during implementation of the project ;
Managing and conducting pre-inspection audits for contractors ;
Implementing planned and adhoc inspections for contractor operations ;
Conducting safety and environmental induction training on new routes prior to implementation ;
Attending to site contractor kick-off meetings and bi-annual meetings and presentation of SHE requirements ;
Coordinate and facilitate the investigation of accidents and incidents with line managers and departmental teams ;
Designing and implementing of standard safety procedures in line with ISO 45001 standards ;
Designing and implementing of standard environmental procedures in line with ISO 14001 standards ;
Coordinating first and second party ISO Systems documentation audits.
