1.0         FUNCTIONS

In the performance of his/her functions, the incumbent is under the supervision and guidance of the Deputy Chief Air Transport Officer- Operations/ Air Transport Officer (ATO) and under the overall supervision of the Chief Air Transport Officer (CATO).  The incumbent will be responsible for aircraft flight following tasks which include the following:

 

2.0         DUTIES AND RESPONSIBILITIES

Operate radio networks such as HF/VHF radios, satellite phones, Indigo satellite tracking system and receive/dispatch of messages in a secure manner.
Monitor the progress of each UNHAS flight as per the Daily Flight Schedule from its point of origin to its arrival to the destination, including arrival and departure from intermediate stops.
Each morning check with all the scheduled destinations of aircraft, the weather and runway condition report, as well as basic current security situation update and inform the supervisor of status of planned destinations.
Inform daily the supervisor by e-mail or by phone of planned destinations which have not provided required information of weather and security update- for further action.
Keep the Air Movement Assistant at Goma airport informed of the weather conditions and basic security situation of planned locations by a form of radio broadcast or phone contact.
Monitor the VHF hand held radios for information of aircraft departures and arrivals into/out of Goma Airport.
Ensure flight details are communicated to the field stations, to UNHAS staff or Radio Rooms or Focal Points before estimated time of arrival of aircraft (ETA) by means of phone call or by e-mail.
Keep Goma Air Movement Assistants informed on the flight status.
Maintain daily flight log records on paper and excel file of Daily Flight Following Summary Report.
Update duty roster for staff working in the radio room.
Maintain and closely monitor aircraft movement on the satellite flight tracking system.
Follow the established procedures of logging all calls during handling of emergency situation.  Log all calls and note the times messages are received and also sent to the relevant persons or contacts.
Report any technical problems immediately to the supervisor for prompt response. Provide feedback on potential improvements of telecommunication service provision including HF/VHF voice systems.

3.0         GENERAL   Perform any other duties assigned.

4.0         QUALIFICATION:

Satisfactory completion of Secondary School education.

Experience in Flight Following duties.

Training in use of radio communications, facsimile machines.

Good working knowledge with computers, in particular Microsoft Office application.

Very good working knowledge of both, spoken and written English and French.

              EXPERIENCE:

At least six months experience in HF and VHF radio communications, voice systems and facsimile operations, preferable with the United Nations Organization.

Ability to work in a multicultural team environment, with high spirit of teamwork, good sense of initiative and ability to plan and follow procedures

Ability to handle a large volume of work quickly and accurately under time constraints.  Courtesy, tact and the ability to work effectively with people of different national and cultural backgrounds

RESULTS EXPECTED

Work assigned is performed accurately and completely; assistance is requested when work assignments are unclear or incomplete; equipment is well maintained; records are maintained of all communications and problems in transmittal are recognized and brought to the attention of the appropriate supervisor.  Use of own discretion to address unforeseen situations.  Seeking advice from and/or reporting to supervisor as applicable.
