Contexte :
In response to decades of crisis and insecurity, the Government of the Democratic Republic of the Congo (DRC) started implementing an ambitious security sector reform programme (2002), including a community policing doctrine (2010). In support of the two Police Reform Action Plans (2012-2016 and 2020-2024), various police reform and community policing projects have been implemented with international funding. The commitment of the DRC Government to this process is demonstrated by its adoption of the required policies and documents on ethics, reform and community engagement for the institutional development of the police.
In support of these governmental efforts, IOM has been implementing police reform projects, since 2009. These have notably included consecutive phases of the community policing and police professionalization projects, as well as mining police projects in six different provinces.
Under the overall supervision of the Chief of Mission (CoM) in Kinshasa and the direct supervision of the Security Sector Reform (SSR) Programme Manager, the successful candidate will be responsible for the management, implementation, budget oversight, staff supervision, and support to strategic development of the police reform project in Mbuji Mayi and Lubumbashi, funded by the US Government’s Bureau of International Narcotics and Law Enforcement Affairs (INL).
Core Functions / Responsibilities:
Coordinate the overall implementation of the community policing and police professionalization project including the oversight of the financial, logistical, administrative and technical aspects in accordance with IOM’s policies, practices and donor requirements.
Provide technical advice, analysis and input to the Programme Manager, Programme Coordinator and relevant stakeholders on issues that may arise on the project implementation.
Plan, develop, organize and deliver capacity building activities to build capacity of government counterparts, notably the Congolese National Police (PNC).
Design, implement and monitor local security governance mechanisms, community dialogue and sensitization activities in an inclusive and participatory manner to bring the police closer to the population.
Monitor project implementation according to the work plan; document and evaluate results; identify the causes of deviations and bottlenecks and recommend and implement corrective actions.
Promote and contribute to the integration and mainstreaming of gender, protection, human rights and other pertinent cross-cutting issues into programme implementation.
Contribute to information management including awareness raising and visibility, press releases, website updates and other relevant information-sharing materials.
Contribute to the development of new projects by selecting and summarizing background information, assessing the local context and drafting segments of project proposals.
Participate in the development and adjustment of methodologies, contingency plans, approaches and standard operations procedures to respond to emerging challenges in the county through a consultative process with other relevant parties in the office.
Track and coordinate timely submission of reporting on the project, including ad hoc, monthly, interim and end-of-project reports.
Ensure appropriate partnerships with national/local authorities, state institutions, civil society, and other relevant stakeholders, including effective coordination and information exchange.
Participate in relevant conferences, working groups, workshops, steering committees, working groups, and other forums
Supervise, train, and guide project staff.
Undertake duty travel as required related to project implementation and monitoring.
Perform other related duties as assigned.
Required Qualifications and Experience
Education
Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience; or,
Master’s degree in the above-mentioned fields with two years of relevant professional experience;
Experience
Experience in project implementation, administration and government relations;
Project experience related to one or more of the following topics: police reform, SSR, restoration of state authority, stabilization, government capacity building;
Ability to analyse and consolidate information succinctly;
Knowledge of the local and national police reform context would be a distinct advantage;
Previous working experience with international organization or non-governmental organisation (NGOs) would be a distinct advantage;
Languages
Required: Fluency in both French and English.
