Job Description (Roles and Responsibilities): Main purpose of job:
The Accountant is responsible for providing an efficient and effective accounting service to the British Embassy Kinshasa.
The Accountant will work in liaison with the Regional Finance Team in Pretoria and the Global Transaction Processing Centres (GTPC) in Manila and Milton Keynes to ensure that all the accounting processes and procedures at Post are in compliance with UK Government Financial Policies and Regulations.
The jobholder reports to the Corporate Services Manager within the Corporate Services Team (CST).
Roles and responsibilities
The British Embassy Kinshasa requires the Accountant to take on a variety of finance tasks:
Work with budget holders and staff to enhance compliance with GTPC procedures for Distribution Sets, Invoices, Debit and Credit memos, miscellaneous receipts, and Network Post Accounts (NPAs) including correctly accounting for spend and reducing the risk of fraud.
Receive, review and submit invoices to the GTPC for processing. Investigate problem invoices and resolve within 10 days.
Monitor the post official cash box and bank accounts. Process and record all cash payments and receipts, on the NPA as per the guidance
Carry out the housekeeping of the Invoices on Hold, Goods receipted and not invoiced , the Open POs reports according to the Financial Performance Compliance Indicators.
Perform the End of Month tasks according to the FCO guidance
Work with the GTPC to ensure balance sheet accounts are reconciled on a regular basis
Respond to queries from the Senior Management, GTPC and Hub on financial transactions and submit returns within agreed timelines.
Carry out account reconciliation with Suppliers and report issues
Entering and maintaining the Miscellanuous receipts records and ensuring that debts are collected in a timely manner
Receiving funds into the Embassy Accounts according to the FCO guidance and procedures. Performing the Cash In Transit transactions and working with the GTPC on bank accounts reconciliation
Maintenance of the Local Budget records by preparing and submitting the Budget Amendable and Forecasting returns as per the published guidelines and calendar. Running the reports for distribution to the Devolved Budget Holders, quality assessing their returns and responding to the challenge sessions with the Regional Finance Hub
Preparing and monitoring an accurate Funding Profile for the Financial Year
To proactively analyse the accounts and highlight discrepancies
To manage the relationship with the local bank
Essential qualifications, skills and experience
Strong Organisational skills (time management), ability to multi-task and attention to details
Learning skills: to be able to quickly learn and apply the Embassy procurement and accounting systems
Good experience using MS office suite of programmes
Sound Experience in Accounting and Resource Management, Professional qualification in Accountancy and Knowledge of accounting software would be an asset.
Work in a busy and multicultural environment
Level of language required: to be able to communicate fluently (oral and written expressions) both in English and French
Desirable qualifications, skills and experience
Familiar with Oracle based systems
