Overview: Founded in 2002 by President William J. Clinton and Ira C. Magazine, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. CHAI's teams are working sideby-side with more than 30 governments to tackle many of the largest barriers to effective treatment and care. CHAI is currently seeking candidates for the position of Country Director for it office in the Democratic Republic of the Congo (DRC) and proide oerall manaement and stratei diretion to A’s efforts Description of Role: Reporting to the Vice President, West and Central Africa, the Kinshasa-based Country Director will manage CHAI’s Country Program in DRC. Established in late 2015, CHAI supports the Ministry of Public Health in DRC to improve HIV diagnostics, the treatment of severe malaria in children, and data-base decision making in family planning programs, as well as to introduce new optimal ARV treatments. The role of the Country Director comprises a full range of responsibilities including: fundraising; planning and budgeting; the implementation of technical assistance programs to the Ministry of Public Health; monitoring, evaluation and reporting of programs; and engagement with both in-country and global stakeholders. Most importantly, the Country Director will be responsible for continuing to develop and manage A’s relationships with the Government. Through these interactions, the Country Director will be responsible for further refining and executing the strategy and direction of the CHAI office in DRC, including identifying opportunities where CHAI can add value and maximize impact in te oernment’s priorit areas e is responsible for developing clear operational plans as well as working closely with the relevant technical staff in the MoH and their partners to ensure rapid implementation, skills transfer, and government ownership. The position is based in Kinshasa, with limited travel both in-country and internationally.
Responsibilities: Programmatic + Strategic
Responsible for setting a long-term vision for A’s or in aligned with MoH priorities, advising government programs on priorities to address the greatest needs with the highest impact strategies, and implementing A’s strate and program portfolio in DRC in collaboration with the MoH ead A’s efforts to spport te oernment of DRC and maintain and strenten A’s reputation as a highly capable organization by cultivating and maintaining close, productive relationships with senior leaders and policymakers in the DRC government and continually identify new opportunities together with the MoH for CHAI to add value and maximize impact
Manage all fundraising efforts for current and new high-impact programmatic areas, including fndraisin for A ’s strategy, and liaise with A’s global program teams for relevant global fundraising efforts Lead the DRC country team in defining short-, medium-, and long-term roadmaps to implement ’s prorammatic strategy Manage key donor relationships in DRC and globally as related to DRC and identify new potential donors for DRC programs and cultivate relationships with relevant DRC donor portfolio managers Responsible for coordinating efforts with CHAI's partners and developing and deepening strategic partnersips to epand A’s resores and operational footprint in DRC Responsible for ensuring stron eetion of te ontr prorams to mae sre tat A’s results meet and exceed our program targets Take responsibility for some direct programmatic work, when and where needed, in support of the country team, and provide high-quality technical assistance to the government as needed/requested Demonstrate leadership and provide support to all members of country team while being flexible to provide the level of support needed to teams as the country program grows
Operations
Full accountability for ensuring efficient administrative systems and policies that are aligned with CHAI global policies and are legally compliant within the DRC labor law Responsible for the development and manaement of ’s annual program budgets, in collaboration with program staff, and ensuring robust financial management and accountability of the country program budgets Leads recruitment of new staff according to programmatic and operations needs to grow a highly effective and capable team to prse A’s stratei ision in DRC Take overall responsibility for the safety and security of CHAI staff in DRCincluding physical, mental, and emotional healthand ensure appropriate support systems and contingencies are in place and effective, particularly related to security, political crises, and epidemic outbreaks

Qualifications:
Bachelor's Degree or equivalent plus 10 years work experience with increasing levels of responsibility and leadership or Advanced Degree (Master in Public Health or Master in Business Administration preferred) or equivalent plus 8 years work experience with increasing levels of
responsibility and leadership, including at least 5 years of work experience in a resource limited setting, preferably in francophone sub-Saharan Africa Comfortable both in a peer relationship with political leaders such as the Minister of Public Health, as well as at a working level with civil servants across MoH programmatic areas Ability to navigate complex government processes with multiple influencers, and to negotiate and achieve consensus to facilitate program work streams Demonstrated ability to develop compelling program strategies and associated proposals and business cases to successfully secure resources for program implementation and should have independently secured multiple program grants of at least half-million USD Excellent program management experience, with the ability to operationalize and implement program strategies, and exceptional strategic thinking, problem-solving, team building, and interpersonal skills Previous experience with managing donor, partner, and government relationships Experience in a leadership role, with full operational and financial responsibility and accountability of a program or country office, including the management of multi-million-dollar program budgets Demonstrated proficiency in building and managing processes and tools in a cross-cultural environment and ensuring that the organization follows them Demonstrated ability to work with the leadership of his/her organization on strategic, operational, and organizational issues, as a strong yet collaborative team member in a multicultural environment Proficiency in working independently to solve complex problems, related to programmatic or operational issues, without extensive structural or operational support from HQ while achieving maximum efficiency and impact with limited human and financial resources Previous experience building, supporting, and mentoring a highly-competent and actionorientated program and operations teams Demonstrated experience in managing the safety of a team in a resource limited setting Excellent business-oriented oral and written communication skills Strong analytical skills and willingness to actively engage in the substance of the work Previous experience living and working in a high-risk setting Willingness and ability to travel as needed in-country and internationally Professionally bilingual in English and French
