RESPONSABILITIES : Under the direct supervision of the Chief of Staff, the Chief Protocol Unit handles the formalities, courtesies and communications required to ensure seamless interaction and collaboration between Principles of the Mission, the Host government and the diplomatic community in the conduct of official activities, he/she coordinates the smooth participation of the Special Representative of the Secretary-general(SRSG), Deputy Special Representatives of the Secretary-General(DSRSGs) and high –level visiting delegations in official functions, The incumbent will perform the following duties:
- Manage the day-to-day operations of the Protocol Unit, including the supervision and capacity-building of its staff;
- Advise the Office of SRSG, DSRSGs and their constituents on matters of protocol usage and procedures;
- Establish, develop and maintain optimum relations and high level contacts with various stakeholders in the host country in order to facilitate collaboration and exchange of information on coordination matters with the Office of the Chief of Staff;
- Arrange appointment with high –ranking government officials and Ambassadors in liaison with the Ministry of Foreign Affairs (State Protocol), Presidency Office and Diplomatic Community.
- Oversee provision of protocol services and coordinate tactical and logistical arrangements relating to high level visits to the Mission area, including provision of meet and assist services, programs of visits, appropriate arrangements to meet and assist services at the airport, escorts, transportation, hotel reservations, check-in/out facilitation etc.
- Undertake the preparation of conferences, ceremonies and special events organized by the O/SRSG and act as Conference Officer of Moderator, as necessary;
- Prepare and draft protocol-related correspondence (in French or English)for the signature of the SRSG, DSRSGs or COS;
- Revise, make recommendations and process various requests (travel, logistical, information, badges, etc.) from diplomatic missions, host Government and international organizations;
- Handle support requirements for travels of SRSG of SRSG and DSRSGs and arrange visa processing, reception during departure and arrival, including check-in and exit immigration formalities at airports, use of VIP lounges and facilities
- Plan and organize social engagements mission-wide in compliance with appropriate UN financial rules and within the limits of available hospitality funds;
- Produce a Protocol Directory with up-to-date contact information pertaining to the composition of the host country government, diplomatic missions, governmental and inter-governmental organizations and United Nations Agencies in the mission area.
- Develop protocol procedures and rules;
- Identity potential areas of concern relating to protocol matters and propose corrective measures to be undertaken.
- Perform other duties as required.

- Professionalism: Demonstrated in depth understating of diplomatic practices, substantial and diverse experience in all facets of the required role; strong analytical skills combines with good judgment basic knowledge of UN Protocol practices.
- Judgment & Decision-making: Discretion and sound reasoning in dealing with sensitive matters; ability to independently solve complex and challenging problems
- Planning & Organization: strong planning and organizational skills, ability to handle multiple concurrent projects/activities, ability to plan, budget for and implement large –scale functions;
- Communications: Ability to write in a clear and concise manner and to communicate effectively orally.
- Teamwork: Excellent interpersonal Skills; ability to establish and maintain effective working relations with sensitivity and respect for diversity in a multi-cultural, multi-ethnic environment.
QUALIFICATIONS
- Education: Advanced university degree (Master’s degree or equivalent) in Political Science, Management, Communication, Public Relations or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
- Work Experience: At least 5 years of progressively responsible (with master’s degree or equivalent) or (seven years with a first level university degree) of progressively responsible experience of working in diplomacy, protocol, public relations, and international relations. Previous experience in UN peacekeeping missions is highly desirable.
- Languages: Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
- Other: Excellent Computer Skills, valid Congolese driving permit.
