ORGANISATION
ÉLAN RDC is a five-year market development programme funded by the UK Government (UK aid) and implemented by Adam Smith International ONG. We aim to improve the way markets work in the DRC in order to increase the incomes of over a million low-income men and women by 2020. We partner with and provide expertise to market actors, such as businesses, financial institutions and industry associations, to design and facilitate the introduction of sustainable and innovative industry changes that will build a more efficient and inclusive economy.

ROLE OBJECTIVE
The objective of the post of ÉLAN RDC Communications Manager is to lead ÉLAN RDC’s external and internal communications efforts. The Communications Manager will be responsible for implementing ÉLAN RDC’s communications strategy and core communications activities, and for supporting intervention-specific communications activities. The objectives of these activities include informing key stakeholders and market players about the programme and influencing their behaviour, as well as documenting and communicating results and lessons learned from programme activities.

RESPONSIBILITIES

The Communications Manager is a Core Team position based in our head office in Kinshasa, with field work at various project locations across the DRC as required.
In particular, the Communications Manager is responsible for the following activities:
1. Implement ÉLAN RDC’s communications strategy and activities;
2. Develop communications tools for use by programme staff and consultants;
3. Produce regular communications materials for the programme’s key audiences;
4. Maintain the ÉLAN RDC programme website and social media channels;
5. Support ÉLAN RDC team project staff and consultants in the development and implementation of intervention-specific communications activities;
6. Act as key point of contact for the donor on communications matters related to the programme;
7. Develop and maintain good relations with local media operators;
8. Where necessary, provide training and capacity building on communications to ÉLAN RDC team project staff and consultants.

COMPETENCES & EXPERIENCE REQUIRED
• University degree (preferable advanced level) or equivalent in communications or related field.
• Significant experience (at least 5 years) and technical expertise in communications and public relations.
• Prior experience working with international organisations, the general public and donors in a developing country context.
• Proven experience and ability to produce high quality communications products and both strategic and operational tools for complex projects, and to transfer skills to project staff.
• Excellent analytical skills.
• Good communication skills oral and written in both English and French.
• Working experience with donor and bi-lateral agencies is an added advantage.
