Chemonics: Chief of party

Democratic Republic of Congo

Chemonics seeks a chief of party (COP) for the anticipated USAID-funded Integrated Governance Activity (IGA) in the Democratic Republic of Congo (DRC). IGA will:

  • Strengthen the capacity of select Congolese government institutions (both executive and legislative branch) to fulfill their mandates
  • Support targeted sub-national government entities so they can better collaborate with citizens for more effective development
  • Build citizen demand for accountable, transparent and participatory government services

Responsibilities include:

  •  Provide overall leadership, program direction, and technical expertise
  •  Serve as the project’s principal liaison with USAID staff, government institutions, client partners, Congolese counterparts, donors, and other key stakeholders
  •  Supervise a diverse professional team

 

Qualifications:

  • Fluency in French and English required
  • Minimum 15 years of experience working on donor-funded development projects  in post-conflict or fragile states, preferably in Africa
  • Ten years of management experience, either as Chief of Party, Deputy Chief of Party, or comparable role on donor-funded development projects
  • Master’s degree in field relevant to activity objectives (health, education, economic growth,  decentralization, public financial management, institutional capacity building) or Bachelor’s degree and 20 years of experience working on donor-funded projects
  • Experience with one or more of the following: decentralization; public financial management; institutional capacity building of government and non-government actors; relationship building and negotiation with host government representatives; and integrating governance and sector-focused (health, education, agriculture) activities
  • Experience working on USAID projects and familiarity with USAID rules and regulations and experience in budgeting, procurement, and financial management
  • Strong communications and interpersonal skills with evidence of ability to productively interact with a wide range and different levels of organizations (government, private sector NGOs, research institutions)
  • Demonstrated leadership, versatility, and integrity  ​
