Responsibilities:  Under the direct supervision of the Chief Communications and Information Technology Section (CCITS), provide supervision and management of the CITS Training Unit in order to deliver Information Communications Technology (ICT) training to all MONUSCO staff at the Headquarters and Sectors in MONUSCO. The Associate Information Systems Officer ( Training) will be responsible for the following:

 

  • Aid in the definition and monitoring of procedures and service standards to ensure the smooth and efficient running of the Unit;
  • Liaise with training partners such as the MONUSCO Integrated Mission Training Center (IMTC) and the Regional Training Center at the UNRSCE regarding feasible and “best practice”  ICT Training and capacity building initiatives;
  • Confer with the Section’s Management to ensure that training, (for staff and the end-user community), complements its strategic plans;
  • Maintain a database of  CITS training attendees and coordinate with CITS Management to ensure timely recertification of technical qualification, ie rigging certification;
  • Support in the identification of ‘best practice’ training delivery/support in the Section’s ICT service improvement projects;
  • Provide supervision and performance management of the CITS Training Unit staff and Service Desk personnel who have been designated as trainers;
  • Manage and monitor the CITS training budget;
  • Work toward improving the CITS training facility/ies;
  • Act as Training Coordinator for the delivery of end-user training of enterprise-wide systems such as the Field Support Suite (FSS), Umoja (an SAP Enterprise Resource Planning system);
  • Act as Mission Administrator for online learning systems such as Skill port, FSS-eTraining Management System (eTMS) and INSPIRA Learning – this includes the dissemination of relevant information to target audiences;
  • Conduct ICT training needs analysis for CITS and all mission staff  to improve existing training programmes or design new ones;
  • Schedule ICT related training courses, format regular report, compile training evaluations and statistics, examine trends and disclose expert recommendations for service improvements;
  • Review existing user training documentation, develop simple documentation and work toward language translations as required;
  • Develop Computer Based Training (CBTs) as required;
  • Seek out accredited external training providers (or third party suppliers) and call for specialized professional certification curriculums such as CISCO, ITIL, Microsoft Server
  • Liaise with the Military Training Cell to deliver induction training for Military Observers which should include testing the Observers’ abilities in optimizing CITS services such as MS Outlook
  • Deliver the ICT Training portfolio of courses, settled with Management, within budget, along with other trainers of the Unit ;
  • Process training applications according to the agreed programmes with Management, communicate with applicants regarding their training needs and qualifications;
  • Setup and maintain the CITS training website on MONUSCO Intranet giving information on all services provided by CITS training unit including accessibility to user documentation;
  • Collaborate with CITS Management and/or IMTC in response to ad hoc training requests in the Sectors. This may result in smart training options such as setup of temporary ICT training venues;

Qualifications:

  • Education: A first-level university degree in a Social Science, in a General Science, Computer Science, Information Systems, Education or a related field.

 

  • Experience: A minimum of three years of progressively responsible experience in training / teaching facility in the commercial sector or in the United Nations. Experience with an Enterprise Resource Planning (ERP) application such as SAP, PeopleSoft, UMOJA is highly desirable. Work experience in ICT training is highly desirable. Expert knowledge of the Microsoft Office applications, i.e. Word, Excel, PowerPoint.  Extensive knowledge of MS Project, Access and Visio and SharePoint is an advantage.
  • Familiarity with the Microsoft Windows Operating System & knowledge in Network Infrastructure.
  • Overall knowledge & experience in computer hardware & software maintenance.
  • Language: Fluency in French and English, (both oral and written) is required; knowledge of the national/local language spoken in the area of responsibility is an asset.
