HR Advisor DRC
Reporting into the Senior HR Advisor DRC, the HR Advisor provides HR advisory services to local management and day-to-day HR support to our DRC local and expatriate employee population.
Position Responsibilities:
- Professionally handle the HR life cycle for the DRC employee population from hiring to retiring
- Recruit, select and onboard employees in close collaboration with line management
- Handle disciplinary processes
- Handle termination processes
- Draft HR related paperwork such as employment contracts, disciplinary letters, termination letters, etc.
- Liaise with relevant internal and external bodies, authorities and advisors such as the Work Council, Union, Labor Inspection, immigration authorities and legal & immigration advisors
- Support the legal department in the management of HR legal cases
- Maintain and develop the personnel filing system (in hard copy and electronic format)
- Provide HR support and advice to employees and line managers, explaining policies and procedures in a timely and effective manner
- Provide training to line management & the DRC employee population on HR processes and HR company policies as required
- Participate in meetings with the Works Council & Unions and collective negotiations
- Support immigration cases
- Provide PDM support to the DRC employee population
- Assist in the development of HR policies and procedures
- Manage the leave administration process
- Handle maternity, paternity, adoption and parental leave processes and queries
- Administer the probationary review periods
- Administer the benefits and insurance program
- Run and prepare Oracle HR & other reports on demand
- Provide data for and prepare reports and presentations
- Contribute to HR projects
- Issue and manage POs for the HR department
- Regular travel to job sites
- Demonstrate and actively promote compliance
Position Qualifications:
- University degree, preferably in HR, Law, or Business Administration
- Minimum5 years’ work experience in a similar position, preferably in a unionized environment in the mining industry
- Good knowledge and practical understanding of DRC labor laws
- Good knowledge and practical experience with Industrial Relations and managing the Works Council and Union relationship
- Good knowledge of payroll processes and related tax and social security regulations
- Good knowledge and understanding of DRC immigration laws and experience with expatriate management
- Experience with HR systems such as Oracle HR (or similar ERP system), recruitment systems, performance development systems
- Comfortable with MS Office tools (especially Outlook, PowerPoint & Excel)
- Fluent in spoken and written English and French
- Able to build appropriate professional, friendly and accessible relationships with employees and line managers on all levels
- Experience with and ability to effectively work in a matrix structure
- Ability to work in a fast moving, ever changing, culturally diverse, and multilingual 24/7 business environment
