ResumE:

Counterpart International is seeking a Monitoring and Evaluation (M&E) Specialist for the anticipated USAID-funded Congo Demokrasia program in the Democratic Republic of Congo (DRC). Congo Demokrasia will promote Congolese citizens’ informed voting and active and peaceful participation in the 2015-16 elections.The program will support civil society organizations (CSOs) to conduct voter education activities and strengthen their ability to conduct oversight and advocacy to protect citizens’ electoral rights in the upcoming elections.With the support of the local and headquarters staff, the M&E Specialist will be responsible for developing, revising, implementing, and overseeing the performance management and reporting system, including preparing and updating the PMP, ensuring the accuracy and effectiveness of calculation methodologies used in the Performance Monitoring Plan, establishing data collection and management systems, coordinating with organizations, ensuring data integrity, verifying data, preparing and submitting in a timely manner all required performance reports to USAID. S/he will also be responsible for providing technical assistance to CSO partners, grantees and participants as required.

 

Enonciation des responsabilites:

Through close collaboration with the Counterpart Headquarters Team, the Monitoring and Evaluation Manager will:

  • Schedule, support and manage internal assessments and evaluations with the purpose of assessing program impact.
  • Assist external evaluators in the implementation of independent evaluations of the program.
  • Assist with the design and finalization of the program’s Performance Management Plan (PMP).
  • Provide regular performance information as part of the program’s PMP
  • Ensure the collection of quality data feeding into the PMP through sound data collection methodologies and data tabulation/analysis, and by conducting periodic data quality assessments.
  • Manage the program’s inputs into Counterpart’s M&E database.
  • Work closely with the COP and HQ managers and M&E staff to review program performance and propose adjustments.
  • Ensure that staff at all levels of program implementation are trained and prepared to fulfill their reporting roles.
  • Coordinate activities between the field office and Counterpart International Headquarters.
  • Be responsible for conducting technical assistance and coordinating M&E related trainings for CSO partners and participants as required.
  • Guide and ensure the highest quality of program monitoring, evaluation, reporting and communications.

 

QUALIFICATIONS:

  • Diplôme Superieur en Suivi & Evaluation, les politiques publiques, l’économie, les affaires, la coopération internationale / développement international, ou dans un domaine connexe.Six to eight years of experience managing M&E for large-scale international development operations, including experience designing and implementing M&E results frameworks; developing PMPs, work plans and indicators, monitoring on-going programs for USAID or other large donor organizations.
  • Familiarity with evaluation methods and standards under the USAID evaluation policy.
  • Strong interpersonal, presentation, and communications skills to meet the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of stakeholders.
  • Excellent writing skills in French; advanced professional level English; knowledge of Swahili, Kikongo, Lingala or Tshiluba preferred
