BackgroundDecades of economic mismanagement and war have exacted a heavy toll on the economy of DRC. Official GDP per capita in DRC is still the lowest in the world ($311) – less than half of its 1980 value in constant terms. Around 59% of the population lives on less than $1.25 per day. It is estimated that up to 90% of all business activity takes place ‘below the radar’ in the informal sector. Recovery of the private sector is critical for providing jobs and business opportunities for poor people in DRC to lift themselves out of poverty.

In this context, the UK Government’s Department for International Development (DFID) is funding a five year Private Sector Development (PSD) programme of which ÉLAN RDC is one of three interconnected components. The other two components will focus on business environment reform and access to finance.

The goal of ÉLAN RDC is to increase the incomes of 1.7 million men and women by 30GBPs within five years. To achieve this objective, ÉLAN RDC has selected six sectors for its opening portfolio: coffee (North and South Kivu provinces), rice (Equateur province), seeds (nation-wide), river transport (Equateur and Kinshasa provinces), micro-hydro (Kasai Occidental and North and South Kivu provinces) and mobile money (nation-wide). For each sector, a detailed sector strategy has been developed and is currently being implemented by the Markets Team.
Position description The Office Administrator (OA) will report to and work directly with the Senior Operations Manager. The OA will assist the Operations Team in contributing to the development and implementation of organizational strategies, policies and practices. Specific functions The OA will initiate and lead his/her work in overlapping areas of asset management, operations management and administrative tasks with a focus on ensuring efficient operations in:
· Welcome and greet visitors, in person or on telephone; answer or refer inquiries;
· Assist the operations team in their operations, including (but not limited to) visa application management, hotel and transport booking and arrivals processing
· Development and maintenance of information management, including office filing systems, information storage and retrieval, archiving, and the backing up of electronic data files;
· Logistics support for field mission in Equateur and North/South Kivu;
· Asset management; keep track of office assets such as mobile phone, satellite phone, modems, first aid kits etc.;
· Assist in financial management of day-to-day operations;
· Other administrative duties as required by the Project Management team Skills &Experience required» University degree in commerce; human resources; business administration; alternatively 5+ years of experience working as an administrator and/or operations manager
» 3-5 years of prior experience of working in an office environment;
» Proven experience in logistics planning and management, office management/maintenance;
» Demonstrated organisational skills and the ability to manage multiple tasks simultaneously;
» Strong administrative skills;
» Strong time management proficiency;
» Sound, mature judgment and integrity.
TIMING & DURATION
An initial 6 months, depending upon performance, with the possibility of a one-year extension.
