Responsibilities:

Under the supervision of the JMAC Team Leader, and within delegated authority, the Information Analyst will be responsible for the performance of the following duties:

 

  • Help identify areas for potential research and analysis.  Collate, evaluate and provide short- or long-term analysis on developments/events affecting the implementation of MONUSCO mandate, using sources such as MONUSCO components (civilian, police, military), national military/civilian actors, NGOs, media and other key stakeholders;
  • Gather and analyze information on local conflicts, land issues, local political developments, security environment, military developments, presence of foreign armed groups, cross-border illegal activities affecting the  peace process;
  • Contribute to situational awareness by producing timely accurate and analytical reports and briefings that inform JMAC leadership;
  • Gather in-depth specific information for JMAC on who-is-who of political, military, religious and civil society leaders in Orientale, province, Ituri District and Grand Nord (North Kivu province) and input such  information into the JMAC-database;
  • In coordination with information management and information technology specialists, maintain a system for classifying and storing confidential information;
  • Maintain an understanding of the political, security, humanitarian, and human rights situation in the mission area and region;  follow unfolding events; conduct trend analysis and mid- to long-term predictive analysis; work with colleagues to gather and verify information; and be able to select, confirm, and deliver the relevant information, with the appropriate political context, in a concise manner (written or oral);
  • Present feasible solutions to prevent or manage the threats;
  • Assist JMAC leadership in gathering information in support of the Mission Crisis Management Team, as required;
  • Interact constantly with key players on the local military and political environment;
  • Keep abreast with and report on broader political  and other  developments relevant to the mission;
  • Participate in fact-finding and other missions to the field;
  • Foster effective working relationships with other MONUSCO components, the United Nations Country Team (UNCT) and relevant external actors and organizations;
  • Perform other duties in support of JMAC as required.

 

Competencies:

 

  • Professionalism: Ability to identify issues relevant to security risks and threats. Good analytical, research and interviewing skills including familiarity with and experience in the use of various research methodologies and sources; ability to apply good judgment in the context of assignments given; ability to plan own work and manage conflicting priorities.
  • Communication: Strong initiative, good oral skills and prove ability to develop contacts and foster collaboration with relevant counterparts and sources in order to acquire timely information. Proven briefing skills.
  • Team work: Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity, including gender balance.

 

Qualifications

 

  • Education: First level university degree in political science, or related field with specialization in information gathering;
  • Work experience: A minimum of five years progressively responsible relevant experience in the fields of research and information gathering, analysis and related duties. Intimate knowledge of DRC political and security environment, notably in (yet not limited to) South Kivu Province, including their regional dimensions.
  • Language: English and French are the working languages of the United Nations. For the post advertised, fluency in oral and written French is required. Fluency in oral and written English and Kiswahili is an added advantage. Working knowledge other languages spoken in the region, notably in the border areas between the DRC and South Sudan, Uganda, and Rwanda.
  • Geographical – Thematic Focus: The NPO will focus (yet not only) on Orientale, province, Ituri District and Grand Nord (North Kivu province). S/he will therefore be expected to monitor all security, military, and political developments in these areas, including cross-border relations with South Sudan, Uganda and Rwanda.  Thematically, s/he will focus (yet not only) on issues pertaining the armed groups and Protection of Civilians.
  • Other Desirable Skills: Firsthand knowledge of the region of assignment, including the political and security environment, both from a local, national and regional viewpoints, and legal statutes as they pertain to child protection/human rights.
