Responsibilities:  Under the direct supervision of the Unit Supervisor, the Movement Control Assistant is responsible for assisting with supporting, planning, organizing and executing the movement of UN personnel and cargo in the operational area of the region. Depending on the needs of the Section/Unit, the incumbent will have the following duties:

 

  1. I.                   Support and Planning (Administration, Traffic & Shipping and Passenger Booking Office)

 

  • Initiate, process, monitor, review and follow up on actions related to the administration of human resources activities, e.g. relocation, performance appraisal, training, attendance, etc.
  • Perform administrative tasks including drafting correspondence, such as letters, faxes, archiving, database management, periodic reports, etc.
  • Monitor Section financial resources, including budget consumption against planned activities.
  • Support official travel of MovCon staff, through the preparation of Travel Requests, including coordination with Travel Unit for the issuance of commercial tickets, and submitting the application for visas as applicable.
  • Prepare of daily passenger load lists based on the requests from the e-Movement of Personnel system and with consideration for aircraft routing and available seats, assigning quotas for each station as needed.
  • Coordinate with the different regions and MovCon stations on the Daily Flights Schedule and Special flights.
  • Process invoices related to the freight forwarding, customs clearance formalities for border crossing, coordination of surface and air transportation with commercial contractors, to include pushers/barges used by Riverine Unit for military operations.
  • Issue Task Orders for all movements performed by commercial contractors.
  • Raise Service Entry Sheets, or other actions, within Umoja to support the processing of requisitions and invoices as necessary.
  • Maintain daily tracking of incoming, and within mission movements of, UN and Contingent Owned shipments.
  • Ensure timely delivery of goods by maintaining good coordination with local government authorities and freight forwarding agents.
  • Provide instruction to other staff within your unit/duty station, as required.
  1. II.                MovCon Operations

 

  • Provide coordination of loading and unloading of passengers and cargo on UN contracted aircraft/vessels/barges/trucks efficiently.
  • Provide MovCon with technical advice for the execution of tasks by UN contractors in connection to passengers and freight movement to/from aircraft/barge in accordance with MovCon existing procedure.
  • Receive and ensure that cargo is properly packed, labeled, prepared, and weighed accepted and registered correctly for transportation.
  • Assist and coordinate contingents during troop’s rotation, both internal and external movements.
  • Forward all e-Cargo Movement Request consolidated documents to Joint Movement Control Centre for movement planning.
  • Conduct the loading/offloading of cargo from aircrafts for onward to final destination.
  • Operate forklift/K-Loader and other heavy equipment when loading/off-loading the aircraft and ensure handling of the equipment is in accordance with safety awareness rules and ground handling manual.
  • Compile and update daily statistics of flights/vessels arrive and depart and the report on a weekly basis to Administration unit for compiling.
  • Ensure that MovCon Warehouse is maintained in an orderly fashion including storage of personal effects and or cargo by destination.
  • Check on a daily basis equipment serviceability used in support of MovCon operations.
  • Work collaboratively with colleagues, place team work agenda to ensure the movement of cargo and passengers are carried out in a timely manner and keep the relevant MovCon Manager informed of any movement changes or delays that may affect planned operations.
  • Perform other duties as directed by unit supervisor or Field MovCon Manager.

Qualifications:

 

Education: High school diploma or equivalent.

Experience: At least 5 years of experience in MovCon operations is required. Experience in MovCon administration related activities is desirable. Driving license for support/planning and for MovCon operations is desirable.

Language:  English and French are the working languages of the United Nations. For the post advertised, fluency in oral and written French is required. Fluency in oral and written English is an added advantage.
